IMO(after reading what people were saying in the comments)

Oz = Wizard
Glinda = Good Witch of the north(of course)
Cinder = Wicked witch of the east
Salem = Wicked witch of the west

And Ruby = Dorthy

Hear me out, Ruby has silver eyes. Now in the actual Wizard of OZ book, Dorthy wore silver slippers, not ruby ones(I know I skimmed the book for a book report). So I think maybe the silver eyes are a reference to that. Now her name is Ruby which could reference to the ruby slippers from the movie.

And the fact, the fact Ruby is supposed to be this all powerful silver eyed warrior who will defeat evil(Cinder and Salem) and is a pure soul.......she's Dorthy.
